I had the same thing happen. It's like the game's hanging up on something, but the clock is still "running" but it doesn't save the time changing because it's hanging on something.  It seems like lagging and time lapses were especially bad around city living festivals, and holidays. Also, if my sims travel to another lot, after the lagging issue, they travel back in time!
