So I was having the same problem and got the mission to work by spamming start the mission when Vi was there, and eventually she boarded. Most importantly though, I disabled the droid while inside the X-Wing. For whatever reason, that allowed me to complete the mission, albeit without the droid's help. I was successful because I had other supplies, so as long as you are prepared otherwise I think you can get this mission done.
It is frustrating that I needed to remove the droid to get it to work though.

I tried getting leaving my droid behind, which got Vi to board, but they still didn’t go anywhere. They’re just sitting on “wait” indefinitely.
