I'm having this same issue. It happens in all neighborhoods in Ravenwood. Waylon is the other constant (along with being in Ravenwood).  He's always there and is always the one that says "Maybe next time". In case this helps narrow down a cause. This is not occurring in other worlds/towns for me. JUST Ravenwood.
