[LD] Welcome Committee fails despite interacting with neighbors
Every time I start a new file in Ravenwood, the Welcome Wagon ends with the "Maybe Next Time" notification despite numerous interactions with the neighbors. This was tested with and without mods installed. After looking at the tuning for the situation, it seems that the unique job for Ravenwood neighbors (jobs_WelcomeWagon_Welcoming_Neighbor_EP17World) were not added as a viable target for the "be friendly" main goal for the situation, so no amount of interactions will register since the required job is missing from the event. Additionally Pan de Muerta fails to satisfy the "Eat Fruitcake" goal due to not having the fruitcake tag, but this seems to be the case for every welcome wagon with an alternative food item brought by the neighbors.
