@Down-in-Simsland Not saying it's not relevant, just saying that if you throw too much TOOL in the report, chances are high that the report will get ignored as mod issue by Maxis so I personally would remove all TOOL references from the report. :D
EDIT: I take it you tested with a normal residential lot as well and it doesn't happen with them ? Going to mark this as FR then.

Yes, when switching between regular residential lot or any type of lots outside residential rentals, there is no issue. Bus as soon as you loaded a residential rental in the neighborhood, the issue sticks no matter what type of lot you are loading after.
