Same problem for me. Tested on a new save, no mods, no cc and they won't woohoo in either the Sauna or the Onsen.
Edit to add: They can do it if I place the items on their home lot, but not in any spa community lot.
It's not working for me on the home nor community lot 😞
I'm having the same issue. Tested with brand new save and no mods installed. Somehow sometimes they managed to start the whoohoo after MANY attemtps but if you retry after they just get stuck. I've even seen them T-pose.
In my case, they fail to do the interaction in both sauna and onsen. I've placed the items in their home lot and it keeps failing. I never use those objects so I just noticed it when I wrote some Life Journey goals that were whoohoo related and I was not able to complete them because the interaction kept failing.
