[ARCHIVED] Sims who have been best friends/enemies remain as acquaintances

What expansions, game packs, and stuff packs do you have installed? Discover University, Get Famous, Seasons, Get to work, Vampires, Laundry Day, Fitness, Holiday Celebration Pack
Steps: How can we find the bug ourselves? Have a one sim befriend many other household or npc sims and after the green bar is full, progress a into their romance bar a bit. A bit meaning possible a quarter way in or a fifth way in. Afterwards you have done that make the sims avoid talking to each other. {only those sims you interacted with} and you will notice they become "Acquaintances" from the natural decay or the green and pink bars. From this point on whatever you do whether you romance them or friend them they will remain "Acquaintances" even if they get into a relationship or married.
What happens when the bug occurs? They will be stuck with the relationship status of "Acquaintances" regardless of what you do

Please describe the patch or change you made. It has been occurring for a long time and its gotten worse with new DLC I have purchased.
