[ARCHIVED] Teenager don't get third trait on aging/no Graduation

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.103.250.1020
What expansions, game packs, and stuff packs do you have installed? All of them, including all kits too
Steps: How can we find the bug ourselves? Have a sim get expelled from high school and then age them up to a young adult
What happens when the bug occurs? The sim will age up and be prompted to choose their third trait but it will not stay assigned
What do you expect to see? A young adult sim to have 3 traits
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I've recently got back into playing TS4 so I'm not actually sure if this is a bug/glitch or meant to be like this "by design".

My sim was expelled from high school but now that he's aged up to YA, he still only has his two teen traits. The game prompted me to give him a third, but it doesn't show up, even with fulleditcas on and going back into CAS to reassign him the final trait. So, I'm wondering if that is what is supposed to happen because he was expelled and therefore can't "progress" his personality.

I tested with and without mods. I deleted the localthumbcache file and repaired my game but he still only aged up to YA with the two traits. I also tested with a random townie teen and he aged up with the third trait as normal.
