What expansions, game packs, and stuff packs do you have installed? All expansion packs except for Lovestruck, all game packs. Steps: How can we find the bug ourselves? Have a teen sim trying to age up using the blowing birthday candles option.
What happens when the bug occurs? When the teen sim blows the birthday candles they age up to young adult but the popup that allows you to choose new trait and aspiration for the young adult sim does not pop up. The popup that shows if the teen has graduated with or without honor also does not appear.
What do you expect to see? I expect the popup that allows me to choose new trait and new aspiration for the young adult to pop up. A popup regarding if the sim has graduated with or without honor should also show up.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I've tried several times with my teenage sim using blow out birthday candles to age up, I have restarted the game several times but every time I load the game and when the teen sims has blown the birthday candles not only the popup that allows you to choose new aspiration and trait does not show up, but also the popup that informs you if your sim has graduated with or without honor also does not appear.

I was having the same issue with my teen aging up and was trying multiple things to resolve it after the most recent update. I exited out to the main menu without saving and then played back through and saved before selecting the option to blow out the candles. While this may not work for everybody, my teen had the option to graduate early. So , I selected the option to graduate early from a computer and was finally able to age them up properly.

What @Trinsion said totally worked for me. I couldn't get my teenage sim to age up properly until she graduated early. Then everything went totally perfect, as before. I suppose the main issue is with High School Years' graduation messing it up with the other age up mechanisms.
