Got around to testing this bug today. No Mods and cleared cache and still happening. Been testing in fresh saves as well.
Still very annoying. Toddler can't use most interactions with infants because the toddler calls for a parent to pick them or the infant up. The parent will come, pick up the infant, put it on the floor, and the toddler still can't talk to the infant, anyway. It's really stupid. Just TALK TO THE NEARBY SIM no matter what their seating/facing/standing/whatever situation is!!! Seriously EA just simplify the social interactions to "is sim in range of other sim to hear the conversation? If yes>interaction happens." Get rid of all these annoying seating/standing/musical chair shuffling/changing facing direction WHATEVER the game is trying to decide before the TALKING starts. Sometimes the standing/shuffling/musical chairs/walking around/spinning different facing directions takes so long the interaction just drops from the sim's queue. I WANT THE SOCIAL INTERACTION TO HAPPEN WHEN I PICK IT AND I'M SICK OF WAITING 20 SIM MINUTES FOR ONE SELECTION TO COMPLETE.
Toddlers can't even talk to a baby that is on the floor directly at their feet. They yell for help like they can't see/reach the baby. It's so stupid and means a ton of early-life-stage sibling interactions are completely NON-FUNCTIONAL.
