Yesterday I aged up my twin toddlers. The older one had Wanderer, which I know about the bug where they go to wander instead of aging up after blowing out the candles. I cancel the wander action and he aged up normally.
But his younger brother blew out his candles and then there was just no age up option after mom put him down. It was like he never did the whole blowing out interaction. He toddled away to sit on the floor nearby and Babbled to his older brother.
I ended up having Mom help him blow out the candles a second time and only then did he age up. I do have mods but all are up to date, also this has never happened to me before on this save. I'm doing the 100 baby challenge so I have had my share of toddler age ups.
I saw someone else report the same thing, their toddler didn't age up. But when they helped blow out candles a second time, the toddler went straight to a teen.
