What expansions, game packs, and stuff packs do you have installed? Seasons (EP), Cats & Dogs (EP), Holiday Kit (Free Stuff), Desert Luxe Kit (Free Stuff)
Steps: How can we find the bug ourselves? One specific Sim writes a book (any genre), song (any genre) or program an app or video game. Then Sim travels, or quit the game. Click Resume writing/programming - he starts writing/programming from the beginning.
What happens when the bug occurs? This Sim always loses his progress when he resumes writing a book, song or programming an app or video game after he travels, or when I quit the game. When he resumes writing/programming - he starts from the beginning.
What do you expect to see? Progress should be kept when this Sim resumes writing/programming, i.e. not start over again.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. This appeared when I first installed my first expansion pack - Seasons.
I say specific Sim because his spouse doesn't have this problem! I already reset this Sim (via testingcheats on - Reset Object). What I'm doing now is the workaround i.e. writing/programming in one instance of the game, without traveling. Obviously this is not a solution of the bug, and nearly impossible for writing songs and programming app or video game since those take a long time!

First of all, this issue seems to not dependent on any DLC. (I wrote in #6 post, this issue also happened in the base game only.) And the timing of issue happened. And the last (especially important thing), in your game, this issue influencing to only "Specific sim".
In my data, pair's household, this issue happened to both of them.
If you don't mind, could you testing with vanilla game using other sims? Composing music is skill up bothersome, so, I think write book is easy for test.
I'm also having this problem with a sim who's a freelance writer. If she starts writing a book and then leaves the lot or I go into CAS, all progress on the book is lost. If anyone knows a cheat code to complete a freelance gig, I'd appreciate it. I can't seem to find one anywhere (and I don't want to install UI Cheats).
Not really a solution but a workaround: Resetting the Computer where the Sim is writing/programming will complete it. Those who don't know how to do that: "testingcheats on" -> left-click the Computer -> Reset Object (Debug). Hope it works for you...
On ps5 no mods or cc my sim cant finish writing a song the circle is full but no matter what it wont finish
