I'm having the same problem. Very frustrating that I have to make sure all my motives are filled, then set aside a whole day aside for composing just to work around this bug.
I just used the cheats to fill the aspirations rather then trying to make them write songs that never get finished even if after 8 hours of playing - let them get all their motives to dangerous levels trying to write 1 song!!!! I cheat on my windows 10 PC to fill aspirations that are "bugged" and likely will never get fixed. And yes, I've had this bug for years and their "fix" didn't work for my game that has never had CC or Mod's!!!!
