@emzimorganx Can I ask if you have any fireplaces lit?
I just had this again in Willow Creek and I toggled the Eco Footprint gameplay on and off in my Settings. I then voted in 4 NAPs to improve the Eco footprint (even though I didn't want to do any of that). That helped and I was just left with annoying sun rays over the lot. It seemed to be all I could do. I added roof panels and a wind turbine too. The NAP inspector started showing up too.
But I'm sure it only started when I lit all the fires and the chimneys produced smoke. I moved to a new lot in San Sequoia and didn't add a chimney or light any fires and so far it hasn't happened.

Fireplaces definitely make the eco footprint more industrial.
But that shouldn't matter if you turned off the eco footprint altogether...
There is a related issue here where the eco footprint doesn't turn off properly https://answers.ea.com/t5/Bug-Reports/OPEN-ECO-Footprint-changes-despite-turned-off/td-p/9188012
