Ask on a date doesn't work

What expansions, game packs, and stuff packs do you have installed? All expansions, game packs and stuff packs except for cottage living, dream home decorator, paranormal, backyard, and my first pet stuff. Also only have 3 kits: incheon arrivals, fashion street, and bust the dust.
Steps: How can we find the bug ourselves? Have a sim ask another sim on a date from their phone or the relationship panel with a sim they have a romantic relationship with.
What happens when the bug occurs? The sim will click the option to ask on a date from their phone and then choose a sim. They will do the phone call animation but after there will be no pop up to choose where to travel for the date. They will just move on to do something else.
What do you expect to see? I expect that after the sim does the phone call animation that the map view will load. So that they can choose where to travel.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
It seems to only work when the sim asks through the social pie menus. Im not sure if that's the right term but it works if you click on the sim and go to the romance section to ask on a date. Also I tried this in two different saves and one of the sims I tried this with had romance with two sims. Asking on a date through the phone and relationship panel didn't work for her husband even though he was in the same house with her.
There's a video. It doesn't show the UI but I had her use the phone to ask on a date then she chose a sim then she does the phone call animation. Then after that you can see she just walks off and map view doesn't load.
