I have this problem too. The neighbor is the Benali household in Medina Studios in the Arts Quarter. My Sim went to complain about loud noises and this is what happened. She's complained a few other times and he came out wearing his normal clothes.
ETA: This was the first time it was Woohoo noises - possibly that makes a difference?
Huh! I thought that Benali guy just liked to dress up during woohoo...
So just as in the uploaded pic from @manzana0807 shows, my neighbor, Benali, comes out dressed in that maid outfit if my Sim complains about woohoo noise.
When my Sim was living in Culpepper apartments the Rasoyas always wore towels.
