I've been having this issue for about a couple of months. My male and female dogs are NOT neutered/spayed, and both are adults. I'm able to get them to mate successfully, but the female won't get pregnant. Right after mating, it says, "She has recently just mated. Wait a day to see if they were successful."
I originally had two available household spaces. I know that sometimes they have three puppies, so I tested aging up my teen sim and moving her out. Then I got the dogs to mate, and it worked. For some reason, she instantly got the pregnancy notification and then gave birth right away.
I reloaded my save and waited until my teen sim graduated valedictorian and moved her out. Now it's not working. My dog still won't get pregnant.

It still didn't work, but when I tried a different male dog with the original female dog, it worked. For some reason, that one male dog isn't able to get other dogs pregnant even though he's not neutered.
