It happens for me too, I have all packs installed, newest version, although I havent test with the new version, but this has been in the game for so long. Cats cant be interact with when they have something under their queued interactions, which is almost all the time.

I wish when we decide to interact with them, it would be prioritize over the cats wants... since we cant control them...
