[CD] Unable to adopt cat/cat is put back up for adoption immediately

How often does the bug occur? Rarely (0% - 9%)
What is your current game version number? 1.95.207.1030
What expansions, game packs, and stuff packs do you have installed? All except Journey to Batuu
Steps: How can we find the bug ourselves? Select cat(s) to adopt via sim's computer. Bond with the cats, then select the desired cat for adoption. Unsure if this occurs with dogs too.
What happens when the bug occurs? Almost immediately after paying to adopt the cat and the cat joining the household, the cat walked itself back to the carrier and I received a pop-up saying that he was put back up for adoption and taken away by the Adoption Services even when I hadn't done anything. His sim profile vanished from my sim's relationship panel.
What do you expect to see? For a pet that was adopted not to spontaneously un-adopt themselves.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
