[CL] Festivals not spawning after editing lot

Product: The Sims 4
Platform:Microsoft XBOX One
Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? dont know right now, will add later
What expansions, game packs, and stuff packs do you have installed? everything up to date (August 11th 2021)
Steps: How can we find the bug ourselves? Have sim live in San Myshuno and wait for a festival to happen/look for them on the calender
What happens when the bug occurs? No San MyShuno festivals happened, nothing in the calender, no notifications for them, while I am playing a sim living in the culpepper (?) apartment. When I moved the sim into a different world they appeared again (in calender and notfications).
What do you expect to see? Festivals to happen in San M as usual, when I play a sim living there.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Installing CoL and the updates that came before and after it.
