Eco pack and water reserves (large lot)

Steps: How can we find the bug ourselves? Build a giant castle, and set it to off grid, and use middle tier water catchment systems and try to bath a toddler. Castle in question is the Bridge Bourough castle by JumpingBun on the gallery
What happens when the bug occurs? I am unable to utilize my Sprinklers to water crops off grid, despire having enough water catchment systems. It repeatedly keeps saying the household has used its reserves, and then has a surplus, used its reserves etc. I have to leave the lot and return, and then the bathtub has sufficient water reserves to bathe my toddler
What do you expect to see? That if I place enough water catchment systems, I should be able to use my sprinkler and bathtub off grid with no issues.
