its happening to me in all worlds. its incessant and super annoying. To constantly be in the middle of something and have the camera suddenly move to a past played sim that just happens to populate into the neighborhood. Every. Single. Time. they populate into the neighborhood. sometimes 3-4 times a sim day. it makes gameplay really difficult.
So it has something to do with the new phones. Sims spawn onto the lot playing with their phone and the camera autofocuses on that sim. A workaround is switching their phone back to the default color or lazarusinashes has created a "no constant phone" mod. I downloaded the mod and haven't had the problem because the sims aren't spawning onto the lot with their phones out.

I have literally never changed a Sims phone color ever. Has the phone update changed this in some way because I haven't.
I am not sure because i fixed it with the mod.
it's happening in Tartosa for me as well as San Myshuno.
I personally only have seen this happen with a specific Sim in Sulani. Its a played female Vampire, the moment she becomes active in the neighborhood the camera jumps to her. She's always on her phone as well. I moved her family off the world but she still frequents the map. It happens at least once a in game day as well.
That is sort of ironic because the family I'm having issues with lives in Mt. ? (Snowy Escape, always forget town names) and I got the male sim from the gallery. He, for some reason, was travelling as a bat but was not a vampire so I turned him into a vampire then cured him. He's fixed now. He's got a roommate (non-NPC) that I play and it's those 2 that trigger it for me but then again, they were my first family with this save.Now that they are fully established to my comfort zone, I've begun adding a few other sims to the worlds. I think I have 3-4 families I play. I got stuck at one point loading my save and it just hung and hung on the household in Snowy Escape so I tried a restore and loaded that house w/o going to him and summoned him back and that fixed my never ending loading screen. I didn't think it would work. lol
I have vampires but I do not have werewolves, nor highschool. I have University Life though. I have quite a few packs. I have 2 mods only and this happens w/ or w/o the mods (mosaic and skills). It jumps to that sim (whichever shows up from that household). I have reset them to see if they'd just go home but nope.. They linger. At one point it said my male sim was at the house I had been playing (In Britechester, which is University Life town) when I tried to load that household. That is when I summoned him back. But before I did I went into build mode with that house he was allegedly at and no one was there. No one, not even the sim and her roommate (which is NPC roomie in Uni Town). That's when I realized it might be him that was bugged that time causing the hang with the screen. I don't know if the hang is related but it's been a bummer messing with it.
My sims still look at phones at start, after CAS, after load, each time, as well as when camera jumps to that family member that lives in Snowy Escape town that was a bat, and his roommate.
Every single time I load that save, fears and wants are activated and I have to enable and disable. That also resets after changing households. Perhaps other ways but I get aggravated and go into settings to enable and disable as soon as I see it bc I'm not playing with wants/fears. I also have aging off and never had any aging issues after that one update. Bad bad update. O.o
This never happened to me before. It just began happening in the last few weeks for me.
By the way, I went back in and the town my sim lives in is in between Britechester and Opposition of their team.
It's still bouncing to either one. The last jump was today and it happens multiple times a day.
This issue is still happening after today's update (8/30/2022).
After travelling and returning to home lot, camera snaps to another (non-active) sim looking at their phone.
No mods or CC installed.
