What happens when the bug occurs? I rage quit the game and stop playing it.
What do you expect to see? Stray cats eating from the pet dishes and using the litter boxes on the community lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

The stray cats can't eat from filled pet dishes and they can't use litter boxes on a community lot. They become sad and distressed and you can't get the option to adopt them when that happens. They constantly have the empty pet dish thought bubble and when you ask them what's wrong they request a litter box. The lot has filled pet dishes and litter boxes but the strays can't use them. Please consider this a bug and fix it.
Strays can now eat and use litter boxes without having to make the lot a Cat Hangout. You poor poor babies. You’re safe now.Fixed in Patch 1.52.100
