[FIXED] Empty lots wont fill

I am having this issue too.  No mods or CC; PC game, downloaded.  My neighborhoods have sims in them, but none of the houses have residents.

Same here. Lots of empty homes with nobody in them...

You still have my save if you want to check it out, lol.

I have this issue too.

Never used any CC or Mods. Complete Vanilla.
It's been like this Across multiple systems. (I've installed the game on my other computers, where the issue still persists.

Recreate it by making a new save, have the Empty homes checked to be filled and wait for all Simmers to die of age, then watch how no new simmers move into the Empty houses.

I've tried validating files and new installs.

I could see that there's post from 2014 stating this issue.
I'm wondering if it's even something they're gonna look at?

are you playing multiple households ? If not, in which neighborhood does your Sim live ?

And they've always been located in Willow Creek.

So, as per design, population only occur once a week, populating only one lot at a time and only for current neighbourhood you are playing in.

Is someone seeing a different behaviour?

Does this mean that it's not populating the "Map" your playing in but only the few (2-3) houses around your current household?
Because my entire map was empty except I had my family living in one house.

I've had to fill all my houses manually since I first installed the game. 

Yeah, I'm not seeing anyone move in at all after the first like...couple weeks.  2 homes in willow creek did get npcs moved in at the start of the game, but no one else has moved in to any home since.  I'm playing a legacy family and now that most of all the original people are dead there are only 2 NPCs in Willow Creek, 0 NPCs in Oasis Springs, 1 NPC that was from the celebrity family in his family home in Del Sol Valley, 2 NPCs left in San Myshuno, 0 in Brindleton Bay, and only the original 2 in Forgotten Hollow.

I basically have a ghost town even though the game is actually populated with NPCs...no one's moving in in spite of having the option always turned on.
