[FIXED] Error 109:e56fc6bb / Can't generate Henford NPCs

Steps: How can we find the bug ourselves? Load Henford-on-Bagley without default families (Scott, MoodyandMcMillan, Chopra etc.) - you'll get an error "109:e56fc6bb:e5b734c8"
What happens when the bug occurs? It always returns to the worlds menu and get an error "109:e56fc6bb:e5b734c8"
What do you expect to see? I would expect to be able to load Henford-on-Bagley without any default families
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes

I was facing an error "109:e56fc6bb:e5b734c8" when I tried to enter the areas of Henford-on-Bagley, whether it was a pub, an empty lot, or a guest house, I always ended up in The Sims 4 worlds menu and was always getting the same error "109:e56fc6bb:e5b734c8".
I found a solution to my problem. I have the mod "No Random Townies" by Zero that prevent the game from creating new NPCs. And if the initial/default townies for Henford-on-Bagley (Scott, Moody&McMillan, Chopra and other families) were deleted or died and the mod prevents the game to create/assign a new ones (e.g. new The Gnome's Arms pub owner) then you will not be able to load district with missing townies.
Solution:
1. create a new Save
2. save all default townies in My Library (Scott, Moody&McMillan, Chopra etc.)
3. go back to the Save with error
4. open CAS
5. select some family from My Library such as Scott
6. click Play (triangular button in the bottom right of the screen)
7. map of world will apear - at the top of the screen the dialog with appear with the name of the family and default budget
8. click on the cross button at the end of the dialog (this way we moved family to unplayable families and their roles are left intact, if we would load them - the roles can disappear)
9. repeat with all the families for the given world (Henford-on-Bagley in our case)
10. in the world map view click Ctrl+Shift+C and enter "bb.enablefreebuild"
11. settle all the families (that we made unplayable) to the initial/default lots
12. save and exit the game
13. temporarily remove the mod "No Random Townies" by Zero
14. delete the file "localthumbcache" located in "\Documents\Electronic Arts\The Sims 4"
15. start the game and load your playable family (the save with error) - there should be no longer an error
16. save and exit the game
17. add "No Random Townies" mod back to the Mods folder

You can now safely use the game setting to "Opt Out of Fame" without having any impact on NPC Sims spawning in to visit community lots.This issue wasn't in the patch notes but it's related to the staff not spawning issue and I tested a save game I had which no works fine.
I'm going to leave it open till the weekend for feedback though
