Found workaround: Hey there again! I think the issue is that there might have some hidden sentiment left between Ava and Eddie. I tried to completely delete the relationship between Ava and Eddie, let them introduce themselves to each other again, and go to another lot. Suddenly the scenario goal was completed.
I personally used MCCC. Click on a sim, open the MC menu, go to Relationships -> Delete Relationship -> choose the right sim. They will need to reintroduce themselves to each other, but they will still know they're siblings and have the right family dynamic.
I tried this trick, the game no longer recognizes them as siblings at all. And they can't stand eachother. I dont know anymore.
After you remove the relationships (just do it for all siblings) have them introduce each other.. (Yes this broke the family bonds for me). THEN in cheat window "cas.fulleditmode" go to CAS, and make sure all are set to brother/sister..etc.. This resets them back to family.
