    Today's patch brings back Base Game weddings so this issue may be rectified now.

    "My Wedding Stories: Base Game Weddings are BACK!

    Interested in the good old fashioned weddings from 2014 even if you have The Sims 4 My Wedding Stories Game Pack installed? You’re now able to throw Base Game weddings without having to follow through micromanagement that comes along with the said Game Pack."

As a workaround you can actually obtain these items by building on an unoccupied lot and then adding Sims. The same as for locked career/reward items. There's no need to disable a pack.
