@Esmeria I've had the same happening in my game - it's still a problem in game version 1.58.69.1010.
I couldn't figure out how to cheat the book count so I changed my magic perks and lost that whole row of perks above Knowledge is Magic. Can't add them back without that perk being there first. The count works fine without Knowledge is Magic but now I've lost 5 of my magic perks.
