[FIXED] [ROM] Spellcasters Cannot Study Magical Tomes to Learn Spells

How often does the bug occur? Every time (100%)
What is your current game version number? 1.108.289.1030
What expansions, game packs, and stuff packs do you have installed? Everything except Journey to Batuu, Cool Kitchen, Backyard Stuff, Perfect Patio, Toddler Stuff, Kids Room Stuff, and no kits.
Steps: How can we find the bug ourselves? Create or choose a spellcaster. Try and get them to read a magical tome book. Nothing will happen.
What happens when the bug occurs? My spellcasters cannot read any Magical Tome books. I've tried playing with no mods or CC, as well as repairing the game, and playing with new saves, existing saves, and old saves. Nothing works. The problem is identical no matter what I do.
What do you expect to see? I expect my spellcasters to be able to read their spellbook and learn spells.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Everything was fine until the 1.108.289.1030 update. Now it won't work.

My spellcasters cannot read Magical Tome spell books. They cannot read the books from any bookshelf, from their own inventory, or from just having the book sitting in the environment in front of them.
