[FIXED] Social Menu not appearing for certain Sims

One of my adults is, the other adult that I have the problem with is 1 star fame.

The kids have fame but no issue.

Yep. Started happening tonight after Origin auto-installed an update. I have maybe 1/3 to half of the expansion packs and don't have any mods or fancy stuff. But my Sims can't interact with other Sims (I tried switching locations, Sims, etc.). My poor college student is going to starve to death because he can't order any food. 😂

Steps: How can we find the bug ourselves? Go into any household, select any Sim (part of the household or outside of the household), and try to interact.
What happens when the bug occurs? When you try to click on another Sim, there's no interaction menu.
What do you expect to see? An interaction menu for Sims to talk to or otherwise interact with NPCs.
Have you installed any customization with the game, e.g. Custom Content or Mods? No
Did this issue appear after a specific patch or change you made to your system? Yes

Yes, I just updated my game today. One of my Sims was able to interact with other Sims for about 5 mins and now can no longer interact with any other Sim and I cannot click on him either.

I have tried moving my entire mods folder to desktop, deleting localthumbcache, moving my Sim to another house, resetting Sim. All do not work. I also tried going to a previous save from 1 year ago and same result with the same Sim.

What happens when the bug occurs? There is no pie menu when you click on any other Sim or your own Sim.
What do you expect to see? A pie menu appear when I click on another Sim or my own Sim.
Have you installed any customization with the game, e.g. Custom Content or Mods? I did when the bug appeared. Have since removed all cc/mods and bug still remains.

Steps: How can we find the bug ourselves? I can’t interact with any sims there is no chat option anymore can’t click on anyone to talk to them
What happens when the bug occurs? Sims can’t communicate with each other no ability to have them chat together
What do you expect to see? I click a on a sim and it brings up the ability to -small talk - ask about day
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

This is a video of my sims trying to interact as you see there is the option when clicking on the ground to move around there is no option like this when clicking on a sim you physically can’t talk to another sim very very disappointed as you actually can’t play the game like this

Steps: How can we find the bug ourselves? Launch game pick a sim and select any other sim or yourself Observe no social wheel pops up
What happens when the bug occurs? When clicking on another sim or yourself the social wheel doesnt show
What do you expect to see? when clicking on another sim or yourself i expect a social wheel to pop

After the update one of my sim in the family can not interract with itself or other sims, it can interract with animals and things.
A "functional" sim can interract with the "broken" sim
I am not sure but I dont remember my sim being in "prestine reputation" before patch. I removed the fame and did a new save but didnt help)
Older saves does not work either, the same "broken " sim stays broken
Reset object does not work
Broken sims still makes initiatives and has free will

the family (two sims one working one broken) were on holiday in Batuu. but older saves still has the same issue
