Strange... I'm seeing the file fine in my own Steam game.

Have you tried reinstalling Steam itself?  And then doing ""Verify Integrity of game files" after Steam is reinstalled.

I tried all of your suggestions and continue to have the problem. I do hope there is a solution soon other than "try uninstalling everything and reinstalling."
