[GTW] Non-scientists have break-throughs

Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.75.125.1030
What expansions, game packs, and stuff packs do you have installed? Every single one.
Steps: How can we find the bug ourselves? Just play the game and wait for a sim to get a Scientific Breakthrough.
What happens when the bug occurs? My sims will randomly have 'Eureka' moments and have a Scientific Breakthrough. However, NONE of them are in the Scientist Career. They also have the option to open a Scientific Notebook and view inventions. I have tested this on multiple saves and without any mods and it still happens. As well as that, since the DHD patch, all sims have the option to check for Home Design Gigs even though none of them are in that career as well. I have attempted to repair my game as well.
What do you expect to see? A notification saying that your sim has had a Scientific Breakthrough and the corresponding Focused Moodlet. There is also the option to open the Scientist Notebook where other skill guides such as collections and fishing are. At the top of the phone menu, there is also an option to check for Home Design Gigs that appears glitched without an icon.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. This is a recent issue after the last couple of patches. The DHD Gig bug is from this most recent patch. Before these patches, I never had this problem.
