[IL] Sea turtles not appearing in Mua Pel'am

Visit a fully restored Mua Pel'am und look for grown sea turtles.
What happens when the bug occurs? 

No sea turtles to be found in Mua Pel'am
What do you expect to see? 

Sea turtles, as they should be there 

Have you installed any customization with the game, e.g. Custom Content or Mods? No
Did this issue appear after a specific patch or change you made to your system? Not sure

In the German forum a user mentioned that in a fully restored Mua Pel'am,no turtles can be seen anywhere.

I had my mermaid look for them all over the island, but she couldn't find any.

This is rather strange, because it's a feature of upgrading the island that turtles will be back.

Do you spot any sea turtles in a fully upgraded version of Mua Pel'am?
