Steps: How can we find the bug ourselves? Every time I try to cook or writie a book
What happens when the bug occurs? The timer will stop and the whole game will freeze for 1 to 2 min in real life.
What do you expect to see? Sims will write book or cook dinner instantly.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes

I'm not sure this is a bug or not, I think it is the checking behavior before sims start cooking or writing. It seems like it will check all the stuff on the lot before sims start cooking or writing and this is the reason why it will takes too long to start. This is not caused by the mod because if the lot didn't have too much plants or stuff. the cooking or writing will start instantly, as normal. But once you got too many plants(especially the plants beore harvest)/sims/stuff in your inventary, if you try to write a book, it will takes about 2 mins in real life before the sims start command, meanwhile the timer will stop, the animation of their last behavior will on going, game not freeze but the whole simulation freeze, you can't click any sims and do anything, but you can click the menu, change your view etc.
I tried something like harvest all the plants before cooking, and the cooking will start instantly after harvest all the plants, but the writing is not. The writing only start instantly if there are not too many sims or stuff on the lot. And if I reduce the sims number or stuff number, the waiting time becomre shorter and shorter. Some behaviors will not be affected, such as woodworking, these things will start instantly like normal. I have a powerful pc so it could not be the performance limits, I think the game design like this. I hope to see the cooking and writing will start instantly as they do the woodwork.
For the record, it fixed. For the people who has the same problem as me, I suggest you remove cc stuff in your sims' inventory to other place (Like the storage box) instead keeping them in the inventory and keep the stuff in your inventory as less as possible. For me, it's the basemental stuff, once i remove them to other place, it auto fixed. And you have to remove the stuff from all sims because even if there's one sims has too many cc stuff, it will freeze for all sims. The problem reported by Similians still there. For now, I don't have to wait two mins to start the cooking, but while my sims is cooking, they will be stuck as Similians said (you can't do anything when the sims freeze, but it just several seconds not mins).
