[LD] [GRO] Rebirth: Toddlers don't have milestones despite max skills

Steps: How can we find the bug ourselves? Have a ghost sim reborn as a toddler. In my case the rebirth was to infant, and then I used cake to age up to toddler. Haven't tested with straight-to-toddler rebirth.
What happens when the bug occurs? Communication, Movement and Thinking toddler skills are maxed (5). However, the toddler has none of the milestones that they normally get as they become more skilled. Since the milestones are skill level related, it's impossible to trigger/gain them anymore.
What do you expect to see? The milestones related to leveling the toddler to 5 in the above mentioned skills already automatically added, just like the Infant had all the milestones ready.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I have had two of my sims reborn with Burning Soul trait. They were reborn as infants. As infants they had all their milestones unlocked and could already crawl and every other infant skill. When I aged them to toddler the normal way with cake, they both got Communication, Movement and Thinking toddler skills maxed automatically, so they started at skill level 5 in those three skills. However, they did not have any milestones unlocked.
Since majority of the toddler milestones are based on leveling up a skill, it's impossible to trigger/gain them. Unless I cheat them down in their skill level and redo it all, which I haven't yet tried. I'm assuming it'll work. If it doesn't, I'll return to edit this.
Regardless, I think the toddlers should have the skill leveling up related milestones unlocked when they're reborn.
