moving into a house turns it into a lot?

The first time I brought up the game it worked fine but now when I move in a new family, I click a house and without giving me any options it becomes a lot. I'm not clicking a lot initially. So I have to end up building a house. I am also having the endless load issue so every family I have made ends up lost because I have to force quit. Please help..
