[NEEDS INPUT] No Ghost after Death

Steps: How can we find the bug ourselves? See the death of any sims, preferably a few, as it happened to me about 4 times out of 5.
What happens when the bug occurs? When a sim die, everything happens normally. Like grim reaper and urn or tomb and so on. But right after I can see in relationship panel of other sims that the deceased looks alive. I can invite him to the lot, he will look and act like a normal sim. It happens by natural death, not be cheats and both to npc and my sims dying. Once when I was testing it - a sim dying by drowning and actually became a ghost. But her mother died of hunger and again was just a normal sim disappeared from a family.
What do you expect to see? Normal ghost always after death.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. As my sims do not die very often, it is hard to notice. But first death with no ghost was after university installed. So might be connected.
