[CD] Stray animals not populating with lot trait

@allysonmcrist How long did you wait? The cats and dogs only spawn at certain times (can't remember the exact times right now) and it might also affected by how many Sims currently are on the lot.

A full in game week. I tried it on a residential lot to see if there were too many sims on the community lot and unfortunately can't get it to work.
