I am also having this issue without having purchased the recommend dish perk.
I'm also having this issue. I have purchased the perk for recommending dish, but I'm not convinced it happens only to customers who ask for recommendations. I feel like it's table placement or something, but I've tried moving the table but it doesn't fix it. But definitely the same issue - customer comes in, I go over and "welcome" them, and the servers just completely ignore the table. Eventually, the NPC diner gets angry and leaves. There should be a way to "send server to table" or something.....
