Its happening to me too, I have notice it multiple of times and for some reasons, unknown, sometime it works... I though at first it was because my teen sim was a vampire and since they have different transportation options and they are bugged out, like super speed is not working outside of home lot, and other transform into a bat or mist are defaulted everytime you leave a household and have to turn it off because it create situaton like this, routing issues and task that cant be completed... geeze, ok its time for me to retire from this game, I just came here for one thing and already suspected gazilion of other bugs that could be the cause... EA you need to get your * together, this is a buggy mess. Anyway, back to it, I dont know why, this is happening, but like many an aspirations from high school years, this limit the completion of a certain aspiration that I forgot the name...
