Yes it does.
I happen to have 2 other Sims coming over visiting my Sim in the household. The random negative relationship icons appear between them and causes their relationships to turn red.
(Good relationship shows green meter and bad relationship shows red meter on the top middle on the screen)

I have the same - negative relationship is randomly occurring for friendly interactions including Ask About Day, Discuss Interests, Tell Joke, & it happened for Get to Know, which then triggered "Apologise" to show as an option in her conversation menu. Both as icons above the sims heads & in their relationship bar.
Sometimes the interactions work as intended, sometimes they don't.
First noticed it with a child sim talking to a child she invited over after school - neither of them had conflicting traits like good/evil (my sim was creative & the visitor was a geek). The visiting child grew angry & their relationship bar moved into red, despite being their relationship being green (but not quite friends) when invited over. This was post patch, pre EP.
Also, I'm getting relationship & reputation green/red icons for just clicking a nearby sim, not just when they're interacting - but i think that was happening pre-patch too.

@dragancaor finally someone else is having the same problem. It would be an annoying bug if you are particular on the relationship health between sims.

I saw this happen too. I saw a jogger going by my house. I thought, 'YAY! New friend!' I used my ability to politely greet said stranger, and got a negative relationship appear over their head. Since I had used a polite greeting they were still in the green, but another stranger appeared so I went to greet her politely. I then compared the amount of green relationship between them to see if I had imagined things, but no, those two red - -'s I saw were there. Eve had more friendship built up with the second stranger than the first. It had not been my imagination after all. I was highly confused because a polite greeting ALWAYS gets a positive green reaction and that had been all the talking I did.
He wasn't the first jogger I flagged down with a polite greeting either and this was the first time I noticed anyone randomly giving me a relationship hit for a positive interaction, mainly because it was such an obvious positive reaction that I never get tired of watching. I think the little stream of warm orange going from Eve to the person she's introducing herself to is precious and the adorable little wave they give afterwards just makes me smile.
Seeing this thread makes me feel a little better. I'd convinced myself it MUST have been him being upset I interrupted his jogging even though that was never a problem before.

I'm pretty sure it's from the social bunny app when they receive a negative message in their dms, it affects the relationship with that sim through social bunny, positive and negative comments and reactions affect relationships.

You can deactivate social bunny when you open it up and it should stop that, but it it also won't help you build relationships faster if you deactivate.

This seems to have started right after the last update. We believe it has something to do with the new loyalty trait. I heard from somewhere in these forums EA has confirmed it is a bug and is looking into it.
