The thing I'm noticing about the gnomes is that they'll only appear on the lot the holiday started on. Once you leave, they remain there. HOWEVER!! You can go into build mode, buy some gnomes, and continue the holiday tradition of pleasing/kicking the gnomes. That's been my workaround.
