I found a way to fix this or at least it worked for me in Willow Creek. I had a similar issue where the family had died so I was trying to move a new family in but I could only allow them to move into an unfurnished home. What I did was save the house to the gallery in My Library, then bulldozed the lot. Saved the game then I placed the house back on the lot furnished. I could then place the new family in the furnished house. I hope this helps.
