[OPEN] Can't move into furnished homes

Which language are you playing the game in? English
How often does the bug occur? Rarely (0% - 9%)
What is your current game version number? Recently updated
What expansions, game packs, and stuff packs do you have installed? I do not own every pack but i think it doesn't matter.
Steps: How can we find the bug ourselves? I do not know.
What happens when the bug occurs? There is no option for my sim to move in a furnished apartment in City Living. I do not remember having this issue before. It says "this option is not available for this apartment" something like that. When i click on the unfurnished option, all the furniture are in the apartment but my sim does not own them and didn't pay for them. Also, the apartment is full on cc and i download it from rubyred.
What do you expect to see? Be able to move my sim in a furnished apartment.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I have seen other similar posts, but I didn't have a sim died in that apartment, the apartment have just been applied. I tried also to replace something or put another object but it didn't help. Also i tried to replace the whole apartment with a new one, to see if maybe it was an issue with the specific lot but the problem is still the same.
