Well, they are definitely bugged in older saves. I had some pufferfish death kids that died 5 generations before and next thing I knew is that they were eternal teens wandering town as homeless sims. They were definitely dead because their graves were in a cemetery I made. I ended up having to age them up to elders to let them "die" again. They had traits and aspirations I would never have given them. So this patch has definitely done something to child sims who died by something other than drowning/fire in previous saves. I can't share the save file because I've already taken care of it by aging these dead-but-not-dead ancestors up to elders and letting them die again.
