I took a look at this in my game. I didn't have any problems with the smoke hanging around after the chimneys were deleted. I did notice one thing though. On clear days, the chimneys did not smoke. But when it started raining, then they started smoking. When the weather went back to clear, they stopped. I noticed it was raining in your pic so does the smoke still show up when the weather clears? And if it does go away, does it come back when the rain starts again?
So what I'm thinking is you may have deleted the chimneys while the FX smoke was active and it got stuck. Maybe you can try putting the chimneys back and play the game for a few days until it rains and they start smoking and once the rain is gone, try deleting the chimneys again after the smoke disappears.

Apparently that issue is related to seasons but not the weather. I started a new game again but this time started in summer. I visited the house with a sim who didn't live there. There was no smoke. I added her to the household, still no smoke. So I changed the season to spring and the smoke appeared. It was gone in fall, winter and summer but there during spring. I went back to my ongoing game which is in winter right now and the smoke was, of course, there. I changed the season to spring - smoke was still there. Changed to summer - no smoke. Changed to fall - no smoke. Changed back to winter - no smoke. Back to spring - smoke is back.. No idea what is up.

That is just strange. It was summer in my game when I tested. I did get smoke then, but only when it rained and only with a chimney present. When I removed the chimneys, the smoke disappeared. And putting them back made the smoke come back. I didn't monitor what the temps were doing though. But if it is seasonal, I would think that you should see it in spring, fall and winter. I did try with the fireplaces lit and unlit but that didn't seem to make any difference. The smoke only showed when it was raining regardless whether the fireplaces were on or off. Like you, I've no idea as to why it is happening. The only thing I can suggest is to keep watching it was you play the lot and see if it changes.

Yeah, its so weird. I'm pretty sure the chimneys aren't supposed to smoke unless there's a fireplace on. Oh well, at least its gone for now.
