[OPEN] Plants always die before even blooming

Which language are you playing the game in? German
How often does the bug occur? Every time (100%)
What is your current game version number? 1.59.21.2300
What expansions, game packs, and stuff packs do you have installed? Nearly all of them
Steps: How can we find the bug ourselves? Plant any flower, herb, veg, or fruit. It will always die right away, its impossible to play with a garden, no matter what you do.
What happens when the bug occurs? The plants are all very well taken care of, but their health is always decreasing no matter what you do. They die right after planing them.
What do you expect to see? Just a normal behaviour of plants. 
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes, but this also happens when I remove all of them.
Did this issue appear after a specific patch or change you made to your system? YES, it happend after Cottage Living Pack was up to sale.

The game is impossible to play with that bug! It all was normal before the Cottage Living Update. Since then you cant have a garden with plants anymore because everything is immediately dead.

Steps: How can we find the bug ourselves? Have a garden like I described and wait.
What happens when the bug occurs? So far three plants died at random for no apparent reason while being nurtured by every garden mechanic in the game.
What do you expect to see? I dont expect perfect, nurtured plants to die.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

So I have this great garden. See screenshot.

All plants and trees are of perfect quality. The sims who take care of it have maximum gardening skill, constantly water and weed all of them.

Inside the garden is a bee box befriended by some of the sims on the lot and the bees often help with the plants. No clue what they are really doing but they are swarming the surrounding plants very often.

Then there is a bird tree also befriended by some of the sims and helping with gardening sometimes.

And last there is a rabbit tree stump next to the garden with befriended rabbits and enabled gardening help, hopping through the garden eating weeds.

And yet some plants just died.

And when I select the option to tend garden with a dozen plants overgrowing with weeds, I get the notification "no plants need tending at the moment".

Im doing the maximum possible and plants die. Why?

Same. My Sim was painting on their porch and my 10 plants and 4 trees - planted in the ground - all in season - reverted to piles of dirt. I can restore them with the workaround, but to do so each day is extremely annoying because the other bug steps in - the one where you exit and enter build mode that causes the EXTREME lag I've read about, but that's another issue. The problems with gardening have been around for a long time now and are getting worse and more severe.
