[OPEN] [ROM] Off Grid Living: Lights labeled as Off grid acting as normal

How often does the bug occur? Every time (100%)
What is your current game version number? 1.75.125.1030
What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Place a "Bow-tiful Candlelight", from the Seasons expansion pack, into an Off-the-Grid lot.
What happens when the bug occurs? The "Bow-tiful Candlelight" can't be lighted (it has the normal "Turn On..." interaction as other lamps do, which is of course greyed out unless the lot is generating surplus power, instead of the "Light... interaction). Also, for each of them placed, the lot's power rate of change goes up by 1.00 (0.99 for the first one), despite them still being unuseable.
What do you expect to see? The candle works like other candles do on Off-the-Grid lots, where they can be lighted and doesn't add to the lot's power utility.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

This, I think, is similar to [FIXED] Off Grid Living Lights not working although candles/oil lamps where it isn't a bug per-se, but more of an oversight.
