Th new changing table from the storybook nursery kit doesn't have a slot to allow a bin or trashcan to be attached. The changing tables from growing together all have this option so I expected the new changing table to be the same. This does matter in the game because a changing table will a bin will automatically collect the diapers. They won't end on the floor.
Is that what should be happening? (Heavy on the sarcasm) Imagine a trash bin that actually collects the diapers when slotted to the changing table. Perhaps I passed along awful hand eye coordination to my sims because I’ve never had a single solitary diaper teleport anywhere except the middle of the floor, despite always having a bin attached to the changing table.

Definitely. That's the entire point of being able to attach a bin. That way your sims have less work to clean up. I have used changing tables with trashcans attached ever since growing together was released.
The bin has to actually snap to the changing table. When you place a bin additional green tiles should appear under the changing table. And afterwards if you move the changing table, the bin should come with it. I hope the new changing table can be updated to have this option as well.
Sims have excellent hand eye coordination, as long as there is somewhere for the diaper to go.
