This sounds like something that happens for me occasionally but it's usually with apartments.  So check the lot value in build mode to see if it reflects the value of the furnishings.  On non apartment lots, it might be difficult to tell if the number is right but you can delete an object and then replace it with the same exact thing.  And see if the lot value changes.  If it does, that means the game is not "seeing" the value of the furnishings and that is why it won't let you buy it furnished.  By replacing just one item, the game should then see that item is there and then when you try to move it, it should give you the furnished option with a low value.  Once you get sims living there though, the value of the furnishings do usually get recognized by the game at some point.
